Revenue Intelligence
Make revenue visible. Then collect it.
We help institutions identify assets and taxpayers, automate revenue workflows, and connect revenue systems to financial infrastructure—closing the gap between what is owed and what is collected. Powered by GloSys Revenue Assurance and TerraGov.
Institutional AI
Adopt AI where it delivers value—not where it creates noise. We prepare institutions to use AI responsibly by building the data foundations, governance, and capabilities required for durable adoption.
How The Labs Work
The Lab is a structured, time-bound collaboration — not an advisory engagement dressed up in different language. Every Lab engagement is organized around a real institutional question, co-owned by agency or private sector staff, and delivered through a sequenced process that moves from problem framing to tested prototype:
1. Problem framing. We work with client teams to articulate the underlying problem in its full institutional context before any solution is proposed.
2. Idea generation. Structured co-design sessions with agency or private sector staff, drawing on evidence from research, comparable jurisdictions, and community voice.
3. Prototype design. Promising ideas are translated into testable prototypes small enough to run and concrete enough to evaluate.
4. Controlled testing. Prototypes are piloted in a defined context with clear success criteria agreed up front. Evidence is collected systematically. What works, what fails, and what surprises us are all documented.
5. Evidence-based recommendation. At the end of the Lab cycle, the client receives a structured recommendation: what to scale, what to revise, what to discard, and what to procure — now grounded in evidence rather than assumption.
Who We Work With
Most government programs, policies, and institutional reforms are specified through procurement before the problem is fully understood. External vendors respond to requirements that were drafted quickly, often by people removed from the operational realities. Good money then chases under-designed ideas, and rollouts disappoint on schedule.
The Globe & Systems Innovation Lab exists to flip that sequence. We work with agency staff and private sector teams to generate, prototype, and stress-test ideas before they are committed to procurement or full rollout. The result: fewer failed programs, less wasted public money, and reforms that reflect the judgment of the people who will actually have to deliver them.
What Makes This Lab Different
Agency staff as co-designers, not informants. We work alongside the people who will deliver the reform, not around them.
Evidence over ideology. We test what works in context. Ideas that fail in prototype are discarded before they fail at scale.
Grounded in research. Lab engagements draw on our published research on cumulative effects, decentralized governance, community participation, and AI readiness.
Responsible by design. Lab work is governed by our Trust & Governance commitments — data sovereignty, ethics, and community engagement apply throughout.
Built to transfer. Lab methods, insights, and capability stay with the client. We do not hold the intellectual capital hostage.
